EMS Campus Site Plan

Colman Engineering developed a comprehensive site plan for Eastern Mennonite School (EMS) to support the construction of a new school building and planned campus improvements outlined in the institution’s master plan. The project aimed to secure site plan approval from the City of Harrisonburg while integrating essential design elements to meet federal, state, and local standards.

The scope of work included designing the site layout to optimize the placement of buildings, walkways, entrances, parking areas, landscaping, and utilities. Colman Engineering also planned stormwater conveyance, detention, and water quality facilities to align with the project’s environmental goals. Grading plans were developed to balance cuts and fills, reducing the need to import or export materials and ensuring cost efficiency.

Erosion and sediment control plans, including a Stormwater Pollution Prevention Plan (SWPPP) and discharge permits, were designed to meet the satisfaction of the locality’s Erosion and Sediment Control Administrator. Similarly, the stormwater management plan was crafted to handle site runoff and water quality, meeting federal, state, and local regulations.

Utility design encompassed water and sewer mains, service lines, and water meter sizing, adhering to the Harrisonburg Public Utilities Department’s and Fire Chief’s standards. Minor site topographic surveys were conducted to gather precise data for the site plan, while BMP construction inspections and certifications ensured compliance during the construction phase.

Stakeholder meetings with school staff and consultants facilitated coordination and alignment with project milestones, while sub-consultant services were effectively managed to support site plan completion and approval.

This collaborative and carefully planned approach ensures that the new EMS campus improvements will provide a safe, functional, and sustainable environment for students, staff, and the broader community.
