Supporting Elkton's vision with a downtown marketplace design
The Town of Elkton, VA, envisioned a Downtown Marketplace as the centerpiece of its revitalization efforts—a space to host events, farmers markets, and community gatherings.
Colman Engineering partnered with the Town of Elkton to bring this vision to life, providing a comprehensive civil site design plan approved by the Town and Rockingham County. The project began with a detailed site survey and data collection to assess zoning, topography, and existing site conditions. Using this data, a conceptual site plan was developed in collaboration with town stakeholders.
The preliminary and final site plans included layouts for utilities, grading, stormwater management, and landscaping, as well as designs for erosion and sediment control. Colman Engineering provided ongoing construction administration services, including permitting coordination, inspections, and BMP certifications, ensuring the project’s seamless execution.
The completed marketplace now serves as a hub for social activities, including a performance stage, farmers markets, and events that support Elkton’s revitalization and economic growth.
